@noelle here's a theory, maybe it's trying to raise the wifi interface
iwlwifi is disabled so that isn't a thing that can happen, so it's just sat there waiting for a response
so maybe you need to remove that interface or something? my lore check failed on how to actually do such a thing, but that might be roughly somewhere to look?

so when booting with iwlwifi enabled it boots okay but with it blacklisted it stops there?
@noelle ah yeah, modprobe only stops it in the running kernel rather than totally disabling it
what you'll want is to blacklist it, add "blacklist iwlwifi" to (I think) /etc/modprobe.d/blacklist.conf
should be somewhere around there anyway
